    • Candidate problems are identified and prioritized through demand surveys targeting the public, associations, and experts, as well as consultations with experts in each mission area.

    • Challenging problems are finalized following review by the Special Committee.

    • The PM prepares the project plan and announcement and gathers researchers’ feedback through a ‘Proposers’ Day.’
