1. International Patient Certificate and Isolation Exemption Certificate

Q1. Who qualifies as "international patients?"
▶ International patients are: 1) patients with medical visas (short-term C-3-3 or long-term G-1-10); 2) patients who are not insured by the Korean National Health Insurance (NHI) or not registered as a dependent; or 3) patients without an alien registration residence card) or a registered place of residence in Korea.
Q2. I want to receive medical treatment after entering Korea without undergoing isolation. How can acquire an Isolation Exemption Certificate?
▶ International patients entering Korea for medical treatment are ineligible for applying the Isolation Exemption Certificate. An Isolation Exemption Certificate is only issued to those entering Korea for important business, public, academic or humanitarian (i.e., funeral) purposes.
Q3. How is the International Patient Certificate different from the Isolation Exemption Certificate?
  • ▶ The International Patient Certificate is a document issued by the Ministry of Health and Welfare (MOHW) only to international patients with severe medical conditions* for proper quarantine and treatment at a hospital in lieu of a temporary residential facility. * Patients who must undergo cancer surgery, chemotherapy, cardiovascular treatment, transplantation, trauma treatment, and those who are presumed to be suffering from equivalent conditions and requiring continuous and rapid treatment

    To prevent the spread of COVID-19 into or within Korea, the Korean government requires international patients who wish to be quarantined at a hospital to submit a negative COVID-19 PCR test certificate.

  • ▶ The Isolation Exemption Certificate is a document issued by the Ministry of Foreign Affairs (MOFA) to people entering Korea for important business, academic, public, or humanitarian purposes. It also covers public officials visiting Korea for official business.
Q4. How do I apply to be quarantined at a hospital?
  • ▶ An application for issuance of an International Patient Certificate required for hospital quarantine must be made at the hospital, not the patient, to the Korea Health Industry Development Institute (KHIDI)*, and the issuance time is 14 business days. *KHIDI is a government-affiliated institution entrusted by the MOHW with the task of 'The Hospital Quarantine Guidelines for International Patients.
  • ▶ For those who wish to be quarantined at a hospital, please contact the hospital where you shall receive treatment or plan to seek medical assistance.
Q5. I want to be quarantined at a hospital, Domy guardians have to be quarantined at a separate facility?
▶ You can include up to two guardians in the application when applying for quarantine at a hospital.
Q6. Can the guardian acquire an International Patient Certificate if the patient and guardian arrive from different countries?
  • ▶ Under this circumstance, the International Patient Certificate is only issued to the patient. Aguardian arriving from a different country cannot enter Korea and stay at the patient's hospital as his/her guardian.
  • ▶ An entrant not registered as a guardian is sent to a temporary residential facility with other entrants, where he/she must quarantine for 14 days.
Q7. Does having an International Patient Certificate speed up visa processing?
▶ An International Patient Certificate has no direct impact on visa processing.
Q8. Dol need to have my International Patient Certificate reissued if my itinerary changes?
  • ▶ You are required to ask the hospital where your appointment is confirmed to apply for the reissuance of the certificate if there are any changes to the information indicated on your initial International Patient Certificate.
  • ▶ Otherwise, you may be quarantined with other entrants at a temporary residential facility.
Q9. If I did not apply for an International Patient Certificate before departure, can I have one issued after entering Korea?
▶ In principle, it is impossible to issue an International Patient Certificate after entering Korea because three copies of the International Patient Certificate must be carried when entering Korea. * Submit two copies at the airport to verify your eligibility for quarantine at a hospital, and keep the other copy for yourself.

Please make sure to bring your International Patient Certificate when entering Korea. Otherwise, you may be quarantined with other entrants at a temporary residential facility.

2. COVID-19 Testing and Treatment

Q10. Where dol apply for a negative COVID-19 PCR test certificate?
  • ▶ You should secure a negative COVID-19 PCR test certificate issued by a medical institution designated by the Korean embassy in your country 72 hours before departure time.(48 hours before departure time if you are entering Korea from a country* subject to stricter quarantine measures). * Bangladesh, Kyrgyzstan, Uzbekistan, Philippines, and Nepal (As of Nov 13)

    Countries subject to stricter quarantine measures are subject to change depending on each country's COVID-19 situation.

  • ▶ You will be prohibited from boarding your flight or entering Korea if you do not possess a negative COVID-19 PCR test certificate, your certificate was issued beyond the 72-/48-hour time frame, orit was issued by a medical institution not designated by the Korean embassy.

    The negative COVID-19 PCR test certificate must be the original issued in Korean, English, or local language. A certificate issued in the local language must be submitted along with a Korean or English certified translation and a translation certificate.

Q11. What happens if I test positive from COVID-19 PCR test after entering Korea?
▶ You would be transported to the hospital for treatment if you booked a treatment at a hospital with a negative pressure room. Otherwise, you will be transferred to a government-designated quarantine hospital or a residential treatment center for a treatment.
Q12. Will the Korean government pay for the treatment if I test positive for COVID-19 after entering Korea?

▶ Typically, it takes up to eight hours to get a COMID-19 PCR test result. However, the actual time may vary depending on the situation at the airport on the date of your arrival.
Q14. How can I access my post-entry COVID-19 PCR test result?
▶ Your COVID-19 PCR test result will be sent to you via a text message.

3. Patient Transportation

Q15. How do I get from the airport to the hospitalifl am eligible for hospital quarantine?
  • ▶ In principle, the patient must be transferred to the hospital by an ambulance or quarantine call van from the hospital where your appointment is confirmed.
  • ▶ For more information, please contact the scheduled or confirmed hospital.

4. Self-Check Mobile App

Q16. Does a patient quarantinedata hospital have to use the self-check mobile app?
▶ An international patient whois quarantined and treated at a hospital is not required to install the MOHW self-check mobile app.

5. Quarantine and Quarantine Facility

Q17. Canl leave a temporary residential facility before the end of the quarantine period?
▶ You are prohibited from leaving the facility before the end of the quarantine period unless you are transported to a hospital because of a positive COVID-19 diagnosis or a health issue.
Q18. Canlleave the country during the quarantine periodif have personal reasons?
  • ▶ In order to prevent cases of abusing 'regulations on allowing mid-departure during the quarantine period of facility quarantines, it is prohibited for those under quarantine from departing Korea while being under the 14-days quarantine since September 8th.
  • ▶ However, exceptions may be made at the discretion of the facility manager for an interim departure to the country of origin or nationality for health reasons, death of a family member, or humanitarian purposes such as attendance at a funeral.
Q19. Canl get a refund if withdraw from a temporary residential facility before the end of the quarantine period?
  • ▶ If you are leaving Korea for a personal issue, you may apply for a refund, excluding the expenses for the period you stayed at the facility. Moreover, processing the refund involves a certain fee (10% of the total expenses).
  • ▶ If you are transported to a hospital because of a positive COVID-19 diagnosis or a health issue, you may apply for a refund, excluding the expenses for the period you stayed at the facility. In this case, you will not be charged the fee (10% of the total expenses).
  • ▶ You cannot apply for a refund if you are forced to leave the facility for noncompliance with quarantine measures.
